北京時間9月19日凌晨時段美聯儲降息50個基點,早盤7點香港跟隨降息50個基點,8月底國內市場就在預熱央行降息和分兩次降低存量房貸利率以降低居民信貸壓力支出,刺激消費以提振經濟預期了。然,9月20日,央行維持了1年期和5年期LPR3.35%和3.85%不變,市場的降息預期直接落空了。 9月19日美聯儲降息50個基點之后,A股市場上地產股就開始異動走強,市場都在摩拳擦掌預期央行降息、降低存量房貸利率以提振連續34個月下滑的地產行業,9月20日央行維持了LPR不變決定,地產股的漲幅明顯收縮了。不過,出于市場交易的底層邏輯,市場預期的存量房貸利率下降大概率將在9月底推出,按照2023年9月25日調降存量房貸利率的做法,目前來看,還剩最后的10天。國慶假期前,市場都在焦急的等待。 從今年前8個月的地產銷售、投資、個人信貸數據來看,整個行業依舊處于繼續萎縮狀態,這與業內人士的體感狀態基本相符。 從銀行端來,上市銀行披露的半年報中顯示,住房按揭貸款余額延續了去年的收縮之勢,42家上市銀行的個人住房貸款余額合計較年初減少了3191億元,其中六大國有銀行合計減少3119億元,這還只是上市了的42家銀行、1-6月份數據,如果再加上沒有上市的其他銀行數據,再加上所有銀行7-8月的數據的話,整體的按揭貸款減少的規模可能超過4300億元、甚至更多。居民緊衣縮食、提前還貸的情況,較之去年的前8個月是有增無減的。 從居民個人角度來看,當前存款利率,一年期1.35%,5年期1.8%之下,貸款利率1年期3.35%,5年期期3.85%,長期保險產品的利率上限為2.5%,大部分均在2%左右。居民的實際存貸款利差在2%左右,較之存在利息而言,已經是翻倍了。 而且,當前股市長期低迷,上證維持在2700點左右,單日成交5000億上下,近乎一潭死水;地產低迷,買房者幾乎都是深度套牢狀態,房價、租金均是大幅下滑,空置率還在一路攀升;消費市場也在萎縮,餐飲行業、超市零售行業關店潮持續,信托、理財暴雷的一個接著一個,提前還貸已經是200%準確的事情了,沒有之一。 縱然是存量放貸利率下降100BP,來到2.8%一帶,提前還貸仍舊是普通居民最好的選擇,沒有之一。 站在銀行端來看,對居民的提前還貸進行限額、排隊、拒絕提前還貸,終究是治標不治本的做法。銀行只看到了自身的息差下降到1.58%,低于合理的息差水平1.8%,維持目前超100BP的存量房貸利差水平,只會將新客戶覺得這種利差還會擴大,“誰先買房誰就會幾十年一直成為銀行的冤大頭”,不利于地產行業和信貸復蘇,也會加深存量房貸居民的斷供風險,因為有錢的一定會提前還,沒錢的只會早些斷供、等不到收入復蘇的那一天到來。短期來看,維持目前的房貸利率水平,確實有利于銀行經營持穩,然“皮之不存,毛將焉附”,有存款的居民提前還貸,沒錢還貸的居民加速斷供,長期來看,大家繼續緊衣縮食,銀行的資產負債表加速衰退也將是必然的結果,前事不忘后事之師。 降低存量房貸利率水平,才是三贏選擇,減輕負債端居民壓力,讓斷供壓力減小,斷供時間推遲,為居民收入恢復增加更多的時間;同時居民手中可支配收入增加,變相增加了居民消費意愿。利差的降低,也能推升部分居民和投資的投資行為,有利于創業投資,增加就業崗位。 存量房貸利率下降到當先新房實時水平,拉低乃至消除這種利差水平,政策環境對于新購房者和已購房居民的同等優惠,可以打消大家對于未來利差進一步降低風險,更有利于推動有購房意愿局面快速入場買房,有利于推動房地產行業復蘇。 短期來看,銀行承擔了一定的經營壓力,然經濟下行期,全社會居民、企業的經營壓力、破產風險都在升高之時,銀行作為金融體系的基石,適當的分擔風險,有利于風險分散,快速消化。此外,風險,才能推動銀行優化和創新經營管理模式,增強核心競爭力,世界上百年企業、銀行、投行等等,哪一個不是歷經多次經濟和社會風險后存在下來的,沒有競爭力的企業,終究會被市場淘汰,銀行應該利用這次機會檢測和強化自身的核心競爭力才是根本。
